New Illinois Wing Commander's Directives

RE: GLR/CC and ILWG/CC DIRECTIVES

Ladies, Gentlemen, Cadets and Officers:

This past weekend I attended the Great Lakes Region/Illinois Wing Conference in Carol Stream, Illinois.  Along with the chance to meet our National Commander, National Chief of Staff, watch Colonel Gordon “Gordy” Larson officially named our new Wing Commander and receive his “full birds”, see TWO cadets receive their Spaatz Awards, I also attended the first Group Commanders Call and Wing Staff meeting under Colonel Larson.

One of the first items Colonel Larson discussed with us was the directives he received from the Great Lakes Region Commander, Colonel Carr.  These directives are effective immediately.

MEMBERSHIP:

ALL new members, within four (4) weeks of membership posting in the National database (E-Services), shall have completed Operational Security (OPSEC) training AND complete the General Emergency Services 116 test.  For cadets, completion of these training items prior to receiving the Major General John F. Curry award is required.

Additionally, all new SENIOR members, within two (2) weeks of membership posting in the National database (E-Services), shall have completed Level 1 training, including Cadet Protection Program Training (CPPT) in accordance with CAPR 50-17, “CAP SENIOR MEMBER PROFESSIONAL DEVELOPMENT PROGRAM”.

Recently, I sent out an e-mail about completion of OPSEC by all members.  As you can see, this is a requirement by Illinois Wing, Great Lakes Region, and National Commanders, as well as USAF.

Monitoring compliance with these requirements is easy (at any level in the organization) via E-Services.

UNIFORMS:

Uniforms need to be worn properly (in accordance with CAPM 39-1) and shall be worn at all CAP meetings and functions.  Officers, CAP has provided us a variety of uniforms to wear to meet any requirement.  Please review CAPM 39-1 if you have any questions.

TRAINING FUNDS:

ILWG has received addition funds for training.  This includes Emergency Services training (practice missions), Orientation Flights, Glider Flights, etc.  I will be discussing this with my Staff to make plans and take actions for Group 9 to benefit from this.

SENIOR PROMOTIONS:

All “REQUEST FOR PROMOTION ACTION” (CAPF 2) submitted above the Squadron Commander level shall have the following two questions addressed in Section IX (Remarks) of the CAPF2:

  1. “What have you done in CAP since the last time you were promoted?”
  2. “What do you plan to do in CAP in the future?”

CADET PROMOTIONS APPLICATION

As I discussed at our last Commander’s Call, National CAP has added the Cadet Promotions Application on E-Services.  Both the Regional and Wing Commanders are “highly encouraging” utilization of this new application.  It is not required, yet, but I feel that is not too far around the corner.  Do not wait for the requirement and the subsequent “crunch” to get all the data entered to meet a deadline.  Start working on it now.  Cadets should be able help with this!!!

NEW FINANCE REPORTING:

There will be a new “consolidated” finance report coming out soon.  This will include a “Contributed Use Facilities Worksheet”.  This discussion occurred during the Financial breakout session, which unfortunately, I did not attend.  There will be a “negative reporting” requirement on this report – which means everyone must submit, even if it does not reply.  National is requiring a 100% confirmation on new requirements.  More information will be published on this as it becomes available.
